Why does school type affect the score?

What counts as 'existing snow on the ground'?
Any accumulated snow that has not melted from previous storms. Existing snow on top of which new snow falls tends to be harder to clear and more likely to cause icy conditions.
Why is temperature a factor?
Cold temperatures mean snow stays powdery or icy and roads remain slippery. Warmer temperatures (above freezing) mean snow melts on contact with roads, reducing the hazard significantly.
